Bruce Porter

Executive Director of the Social Rights Advocacy Centre in Toronto. For three decades, has represented Canadian claimants and coalitions before the UN Committee on Economic, Social and Cultural Rights on the state of Canadian compliance with the ICESCR, particularly on the rights to food, housing and an adequate standard of living.

Why he matters here

Porter is the practitioner-side counterpart to the academic literature on justiciability. He knows, from repeated engagement, what a Canadian communication under the Optional Protocol looks like, what CESCR asks of a claimant, and where the enforcement of the covenant runs into political obstruction. That is exactly the practical terrain a physiological rights claim would enter.
