Colleen M. Flood

Dean of the Faculty of Law at Queen’s University in Kingston and, previously, Director of the Centre for Health Law, Policy and Ethics at the University of Ottawa. Author of standard reference works on Canadian health law, on the constitutional adjudication of health care claims under the Canadian Charter, and on comparative health system regulation.

Why she matters here

Flood is the paradigmatic figure of the Canadian tradition on the justiciability of the right to health, a tradition that has, in Chaoulli and its successors, produced some of the most consequential recent common-law jurisprudence on the constitutional standing of health-care claims. It is a natural neighborhood for a rights-based argument developed in French from Montréal.
