Lancet Global Health Commission on High-Quality Health Systems

Commission reporting in 2018 with the argument that the international health-systems agenda had reached a stage at which access alone was insufficient, and that the leading edge of avoidable morbidity and mortality in low- and middle-income countries was now, in the Commission’s phrase, poor-quality care.

Why it matters here

The Commission names, at the health-system level, exactly the phenomenon this resource names at the physiological level: that people who are formally included in the coverage are, in the substantive terms, not being served by it. The two arguments run in parallel and, taken together, describe a single structural problem in different vocabularies.
