Former member of the United Nations Committee on Economic, Social and Cultural Rights (CESCR), the body responsible for authoritative interpretation of the International Covenant on Economic, Social and Cultural Rights, including its Article 12 on the right to health.

Liebenberg carries, in the person of a working scholar, the institutional memory of the Committee that issued General Comment 14 on the right to health and General Comment 12 on the right to adequate food, the two instruments that the physiological rights argument is, at bottom, an attempt to make operational.
